Countering Terrorist Ideology

The ideology of terrorism is parasitic and as such, there is not one single terrorist ideology.
It must be borne in mind when developing a strategy and methodology for countering terrorist ideology.
Terrorist ideology as it crawls into someone else’s clothes, retouching their negative and repulsive qualities mentioned before, regulations, facilities, theses, has long been internalised and embedded in people’s minds.
Here I would like to say a few words regarding the organisation of counter-terrorist ideology – to combine two concepts that are not simply countering terrorist ideology, but also forming of counter-terrorism awareness throughout our society. Thus, setting up an active offensive. We do not simply reflect an attempt to impose an alien ideology upon us, but we anticipate these moments, imparting immunity to citizens, members of our society to the non-perception of appeals and slogans of terrorists.
The ‘state’ cannot lose, as in this case, the ‘state’ creates conducive and appropriate conditions conducive to the countering of the ideology of terrorism.
During project development, the foundations of policy in the field of prevention of terrorism in the following might well be provided :
To develop and implement a system of measures and techniques for the formation of the counter-terrorist ideology, to stimulate motivation of counter-terrorist behaviour, to promote the activities of public organisations, the business community, the media and citizens’ advocacy of non-violent ways to use the resolution of any problems of social and personal nature, in addition providing for mechanisms for the implementation of policy in this sphere. These include but are not restricted to : the establishment of a system to counter the ideology of terrorism on the basis of involvement of the scientific community, civil society and the media; development and implementation of measures for the formation of the population of the anti-terrorist ideology and motivation of the counter-terrorist behaviour; media coverage of issues related to the activities in the field of prevention of terrorist ideology, including the organisation of exhibitions, conferences, round tables, etc.
From the point of view of scientific methodology to identify the principles, the main goal and the task of countering terrorist ideology, as it appears / presents to us. Certain principles for countering spread of the ideology of terrorism, as well as the formation of counter-terrorism awareness among the population associated with the interests of the individual, society and the state; based on respect for different cultures, ideologies, religious beliefs, traditions, except those that involve the use of violence or propaganda; declaration of non-use of illegitimate violence by any political, social or ideological justification; close cooperation between the state, civil society organisations, political parties, religious organisations, the business community and the media; integrated use of all available forces, means, forms and methods; and finally, the activity and aggressiveness.
The main purpose of countering the ideology of terrorism and counter-terrorist formation of consciousness is to create a society in the interests of counter-terrorist ideology, a vaccinated population with an immunity against attempts toward involvement in terrorist activities, the reduction of the social base of support for terrorists and strong condemnation of the use of terrorist methods under any slogans and ideological. To achieve this goal it is necessary to perform the following tasks :
To improve the legal security of all areas of counter terrorist threats while increasing the level of counter-terrorist legal culture of our society
To explain to everyone, especially those segments and categories of the population who are most affected by terrorist and, in general, extremist ideology, the destructive, illegal, anti-human nature of terrorism
To embed in the public consciousness of beliefs of the futility and destructiveness of using violence to achieve deterrent any destructive purposes under any slogans
To bring to the public on specific examples convincing strategic national position on the inevitability and the hardness of punishment for committing acts of terrorism
To create a positive image of the executive bodies and employees of units of special services and law enforcement agencies engaged in the fight against terrorism, as well as the motivation to develop the civilian population to assist the government in combating terrorism
To expose the myths that glorify terrorist and extremistactivity
To demonstrate the hypocrisy of the organisers and sponsors of terrorism
To debunk their superficially attractive slogans and propaganda techniques
To educate the public law-abiding respect for government representatives, human rights and freedoms of allmembers of our society
To create a citizens’ willingness to actively counter extremists, to support government action to suppress illegitimate violence
To establish in the public mind the respect and appreciation of the diversity of cultural expressions, ways of being human
To establish and maintain among the creative intelligentsia and media representatives incentives to create artistic, journalistic, documentary works, aimed at creating counter-terrorism awareness our society
As well as a number of other problems to be solved in the political, social, legal, ideological and spiritual spheres to achieve the main goal here, which is ;
> the creation of a system to counter terrorist ideology
and the formation of counter-terrorism awareness throughout our society <<
We will continue efforts in this area, remaining flexible, idiosyncratic, wise in countering terrorism and, of course, remaining on the offensive.
